Concerns have risen over any crowds at sports or events due to spectators getting infected at the MCG and AAMI Park. The VRC is still remaining optimistic about the crowd size for the Melbourne Cup, but members are concerned about paying full price for an event that may not happen. However, VRC chief Steve Rosich told racenet.com.au that Flemington is planning to safely host up to 60,000 patrons across multiple zones at Flemington Racecourse on each day of the 2021 Melbourne Cup Carnival". The "night mayor" for Melbourne, James Young, explains that the passport is now the only ticket for crowds at the AFL grand final and Melbourne Cup Carnival. "I would like to think the Victorian government has a secret target of getting tens of thousands of people to attend a huge gambling and fashion event, and bring in a vaccine passport for spring racing," he said. "More optimistically, we need vaccine passports for an AFL grand finale at the MCG. If we don't have that rule, the grand final won't happen here, and I want it back in Melbourne." Mr. Pakula knows the last coronavirus outbreak shows a need for caution, but he also has an insurance scheme ready in case events are cancelled. "It's very complex," he conceded. "It's not easy to get a product into market and it's not easy for event companies or event businesses to obtain insurance either for cancellation or reduction in density."
